A parking for baby carriages

I don't know what situation exists in other countries, but in Russia there is no special place for parking of baby carriages. I suppose it should be a room on the ground floor of many-storied houses.

A parking room should meet several requirements:

A) have an easy access (it means that every woman can use this parking room and that it has no stairs, because it is heavily to lift up baby carriage);

B) it should be guarded;

C) it should be cost at a low price.
