Create a Virtual Network that is distributed across cell phone operators networks but is only available at set off peak times and at those times local data is transferred to local data stores in the areas where students are located so that students can access this data when they need to use it. That way students can stay in touch and lessons moving forward without using mainstream data. The data being used is local and the they access it using local wifi cutting the cost of data.

Students access lessons and chapters for their next lessons online. This will keep the students up to date.

University students can update their assignments etc and then once the networks come online they will syncronise and replicate to the teachers servers.
