Once two Monkeys found a piece of delicious bread, and decided to divide it. When divided, one piece became big and the other small. Both wanted the big piece. They couldn’t settle the issue. They saw a cat passing by, and decided to involve the cat to settle it. Cat listened to their stories and agreed to settle it for them. He took a bite of the big piece, and a big chunk came off. Now the big piece became small, and both the Monkeys wanted that. Cat solved the problem again. Another big chunk came off. Soon all the bread ended up in cat’s belly.
Divide and rule works in politics to turn brothers to enemies.

This is precisely what U.S. foreign policy is aimed at - they first undermine to turn brothers to enemies and then intervene to seize what they want.
